Most buildings constructed prior to January 1, 1981 were comprised of existing surfacing materials (drywall, plaster, acoustical and finish textures, etc.) and thermal system insulation presumed to contain asbestos unless sampled by a licensed inspector. Buildings constructed after January 1, 1981 may still require an inspection or documentation that asbestos containing materials (ACM) were not used during construction (blue-prints ,building records, safety data sheets, etc.).
